This is surprisingly common. If you have any interaction with him a good response is, "what are you having financial troubles? Why are you trying to land a woman when you can't afford dinner?" Really. If that doesn't embarrass him enough then just block. Block anyway but get that barb in first.
I was watching the Steve Harvey talk show one day, and one of the women on there asked if men appreciated if women offered to split the bill. He said no they don't appreciate it. He said if a man can't afford a plate of food, how could he possibly be expected to support a family.

Men who do this are trash.
To avoid this sort of situation, I send the man one text explaining why we’re not a good match. Then I block his number immediately so he will not have the opportunity to text back. This is because once I decide it’s over, it’s over, and I don’t need to hear anything he has to say.
I do this only with men I consider deserving of closure. If you don’t want to provide closure, don’t. Just block and delete without explanation. Most men do not deserve (or need) an explanation.
They want to be with a generous woman but what about them? And ask to pay back for drinks? How humiliating! But if that was me I'll just block and delete.
My time is not for free and if a man wants access to it then my time needs to be compromised.
Not wanting to compromise is like wanting money from a shop owner too. because you used your money to buy an item. You’re buying my time with dinner. you either accept or move on.

This has happened to me more than once, even with a guy I explained my philosophy that the man should cover all dates and he agreed to it! It's very hard to turn an LVM into an HVM, impossible in most cases. I just block and delete 😇
