I don't know about "all", but this is like when men want women to assume every new man we meet is not predatory, until he proves himself to be. Otherwise women are being "unreasonable".

Crossdressing/transvestism is a paraphilia (a condition characterized by abnormal sexual desires, typically involving extreme or dangerous activities.), just like voyeurism, exhibitionism, sadism, pedohilia, etc. Paraphilias tend to cluster. So a man living out his cross-dressing fetish 24/7 could have other, dangerous inclinations. At the very least he's telling the world he sees women as sexual objects. Once you understand paraphilias, you understand why their sexual arousal at wearing women's clothes has been rebranded as 'gender euphoria,' and why one of the main goals of TRAs is to get into women's washrooms and changerooms.

Trans women probably do it more because they think they can get away with it, but men are pedophilic by nature.
