The only men who pull stunts like this are either megalomaniacs who want to put themselves at the centre of the grand gesture, and/or men who know that the public pressure will likely help force her decision to "yes". Either way, it's a no from me. Proposals should be intimate and personal, not a public circus.

Why is he wearing a suit while she is in very casual shorts and sandals? He prettied himself up without letting her know so she could dress up for an occasion? What a selfish, self-absorbed prick.
I think there is a significant group of men that spring public proposals on their gf's as a manipulative way to get her to commit to him. Typically they will do this right after a fight. It's a way for him to lock her down and future fake about a wedding and marriage that may never even happen
