He's not tricking them, he's raping them. Call it what it is.
They gave their consent to sex based on the promise of payment. Having sex with them without paying is therefore unconsensual sex aka rape.
And even if we take the whole consent thing out of the discussion (which we absolutely shouldn't) he hired them for a service and then didn't pay what he owed. That's the same as hiring a contractor to perform work and then refusing to pay them after they are finished.
