I think so, but I find it kind of odd how almost instantly when she turned 18 she started wearing more revealing outfits. I don't have a problem with that btw but didn't she say that she didn't want to be sexualized?
I mean, the truly A-list female celebrities have enough social capital they are able to dress how they want if they want to make that statement/not pander to the male gaze. I wouldn't say anyone sitting on more than XX million is "forced" to do anything. Make good music/movies/whatever and your true fans will follow you and you can continue to enjoy your craft. You're not gonna go broke.
Female athletes in most sports I've seen wear clothes that make sense for the sport. Like there's always gonna be Reddit pages with pictures of female soccer players' butts, but that's not because their athletic shorts are specifically designed for that.
For the stuff like volleyball where it's super skimpy, again if the top players got together and demanded change I'm not convinced they couldn't do that. Together they have a lot of social capital. Though I might be wrong on this since I don't follow sports that much.
But in a general sense this quote is really glossing over the power that female multimillionaires do have.
Like if you look at Arianna Grande, clearly she is richer than she'd otherwise be because of her DDlg style. But that's a choice she's making at this point. She could be very rich and choose differently, but she chooses to be super rich and dress sexy. It's the same incentives as Republican women choosing to try to be "the top of the bottom (female) class" just in a different context.
They still wear impractical shoes and tonnes of make up. Shoes that literally make them fall over. Google Julia Gillard falling over to see this humiliation. I can only think of one powerful political woman who wore clothing that didn't in one way rob her of her dignity: Angela Merkel. Come to think of it, Penny Wong also wears suits and flat shoes. She's a lesbian and doesn't give a shit what men think of her appearance.
Heels and makeup aren't special to powerful women though. It's not "more extreme degradation" than the average woman. Pretty much all women in service professions are also societally expected to look cute.
Also I 100% wear heels in business meetings--because I'm short and refuse to literally look up to all the men I'm telling what to do. Plus built in stabbing tool.
