In a bit of good news, my toxic job has announced that budget cuts are resulting in my lay off to take effect at the end of the month. This makes me eligible for unemployment.
What should I keep in mind when tying up loose ends?

I'm happy to hear your toxic job has come to an end.
Before you leave your current job, you could/should obtain a written agreement from your manager that s/he will provide a positive recommendation if your future employers want to check your references. You can draft this written agreement, and your manager can sign off on it (on paper or via email). The written agreement doesn't have to be long or fancy--it should include your dates of employment, a brief description of your job duties, and a statement that you performed your duties satisfactorily. All in all, it could be as short as three sentences.
