I don't want to give too many details about work, so I apologize if I am overly vague.
I work at a place where that I plan to stay at for at least another 3 years, if not longer.
A) Previous position: Easy job. I worked there for years but never got a promotion despite having excellent evaluations and cooperating well with my team.
B) Current position: promotion, but in a different department. Old department was not promoting me despite me practically begging for the job. A lot sketchy situations. Coworkers and boss are nice, no drama. Bosses are nice and approachable. Flexible with good hours. High stress. Big issue is safety.
C) Job Offer: previous depaetment finally is offering me the position that I really wanted a few years back. Same pay. I heard through asking around that there is a lot of coworker drama. Hours would be good but not as flexible. Bosses are nice but I heard they can be mean if they don't get their way. Much much safer and much less stress.
Additional info: someone ALLEGES (not confirmed) that the reason that I didn't get a promotion because they heard that my boss from job A didn't give me a good reference. In fact, a poor reference. They never indicated to me in person that she they do such a thing. They were always very nice to my face and always gave me high evaluations and helped me when my car broke down once. This person is not there anymore.
Job offer benefits: SAFETY and less stressful work
Job offer cons: possibility of coworker drama and distrust of supervisors. Possible micromanaging.
What do you ladies think?

If you're not getting a pay raise, it's not really a promotion.
If I were you, I would take the offer, since it's what you've wanted for a while. Is there a chance to have Job B back in case Job C doesn't work out? I'd try to establish a situation that provides some wiggle room.
I agree with the other commenter in that if there is no pay raise involved, it's probably not a promotion. Don't be taken in by the words your bosses/managers use. They've already shown themselves to be manipulative and two-faced.

Sorry if I am missing people and not replying to them! The proof that I have that the new job would have drama is a) I worked in a lower role in a different part of the same department and the workers kind of hazed me and weren’t very nice at the beginning. With time, people became nicer. b) I know some of the people who work there and they can be cold c) the lady who was calling me and telling me about the job is nice but there have been times she would snap at me or something when I worked in A a few years ago. d) I heard rumors from an old coworker that a bunch of people transferred or left C due to drama and fighting amongst coworkers. e) the lady acting as a liaison is very invested in having me there. She is nice about it but I am worried about if it’s too good to be true because she made it sound like she begged the supervisor for me to be there
I am ok with some drama, as this is in any job. But I don’t want drama where I feel like my job may be threatened. For example, I don’t want someone to spread an untrue rumor about my work or accuse me of not knowing what I am doing or blow up a minor mistake in my face. I don't need to be friends with my coworkers, but I also need to feel like we have each others backs and can go to each other for help or questions.
The lady who is acting as a liaison keeps telling me “trust nobody here. Everyone stabs you in the back. You can only trust me, another coworker, and the supervisor. Don’t trust anyone else”. That stresses me me out.
I am staying at this place due to a pension. In about 3 years I’ll be locked into a decent pension for life. If I leave, I lose the entire pension.

It sounds like this would be an interdepartmental move at the same company, right? You moved from department A to department B and are now being invited back to the former for a higher title but no pay?
Was this person a coworker or a supervisor? Did they have any power over you? Are you worried this department is now poisoned against you? How did you find out this information?
