The tenant nextdoor to my mum is a peeping Tom and keeps staring at me when in the garden. My mum also feels uncomfortable knowing everyone can see into her garden.
Today, I stared aggressively back to see if he would stop staring. He didn't so on reflex I shouted stop staring at me. He then gaslighted me saying he said hi then made faces to imply I'm crazy. His mouth didn't even move. I said go on roll your eyes at me. Then his son comes charging out shouting "shut up woman". Then his daughter comes charging out accusing my mum of looking at them in the shower lol Hilarious because mum is the last person to do that and the only thing we cannot see in our garden is their bathroom ironically which shows they're full of lies. My mum said we don't have privacy because you refuse to ask the landlady to replace their fence. He just won't do anything about it. But even if we put the fence up, I've caught him gawping at me when in my living room and in the street.
This is my mum's house and I've been staying here a week but he's done this again when I was younger. My mum knows other women living by themselves who says he goes round to the back of their house and watches them.
I know the first thing we need to do is get a fence but I'm unsure if it's my mums or the landlady's responsibility in Uk.
I'm very concerned about leaving my mum by herself. Anyone had similar experiences?
ugh, this makes my stomach churn. i would learn how to build that fence myself, and then do it. ask for forgiveness, not for permission.

If the fence is on his property, he'll be able to punch holes in it. It needs to be on your mom's property, unfortunately.
It couldnt hurt to inform the police just so there's a record of his historic degeneracy when he eventually gets aressted for sexual assaut or child porn.

I've had neighbours and men who've come to fix things in my home do the same thing. Men are so unhinged; it's insane. What adds to my annoyance is how this idiot really gaslighted you by pretending he said "hi". The nerve.
I wish these type of things could be reported but we know the police - they'll say that until he does something, they can't do anything to him. If gay men harrassed straight men the way straight men harrass us, the laws would change ASAP.
I agree with other commenters saying that you should get a fence. Either try and build it yourself or get someone to do it for you and your mum.

If a fence is not possible or allowed (I think you need a permit sometimes?) think about planting something that grows very fast as a hedge. Bamboo grows quite high and quickly.
