Hmm. I feel that method works best when meeting IRL where small, one-time gestures of invitation are ok. The dynamic for a dating app is much different since women could be seen as "readily available", making it much easier for men to approach. Plus swiping & getting a match should create a mutual understanding that there's interest for both parties. Even then HE needs to initiate with a message & plan to take you out.

No. It's just a lazy way for him to get your attention. If he's not reaching out/planning a date.....he's not that interested... he's just looking for a confidence boost.
One reason I will never go back on OLD. It’s so vague and low effort. Regardless, a woman sending a like comes across as pursuing. If you are referring to Hinge, I see sending a like as the equivalent of matching with a guy on Tinder and he starts the conversation with “Hey”.
